The touristic residence permit is a sub-case of the short-term permit, issued under Article 31(a) of Law 6458 for foreigners visiting Türkiye for tourism for longer than the visa-free period allows.

Overview

The touristic short-term permit (turistik amaçlı kısa dönem ikamet izni) is the entry-level residence permit for foreigners who want to stay in Türkiye beyond the 90-day visa-free or e-visa period for tourism. It is issued under Article 31(a) of Law 6458 and is the most-applied-for first-time permit historically.

PMM has tightened review of touristic permits since 2022. Cumulative stays under successive touristic permits are now scrutinised against the implementing regulation, and renewals beyond the second grant frequently require a different reason of stay (treatment, property ownership, family). Plan ahead — do not assume you can stay indefinitely on rolling touristic permits.

The touristic permit is suitable for foreigners genuinely visiting for cultural, leisure, language-school or short-term-stay purposes. Foreigners who plan to enrol in a degree programme, marry a Turkish citizen, take up employment, buy property or seek treatment should apply under the matching subtype from day one — this avoids a wasted touristic application.

Eligibility

  • Visiting Türkiye for tourism, leisure, cultural exchange, short-term language study or similar.
  • Sufficient and regular financial means for the requested stay (PMM publishes a benchmark, typically tied to the minimum wage).
  • Valid passport with at least 60 days of remaining validity beyond the requested permit end date.
  • Valid private health insurance covering the entire requested period.
  • Address registration with NVI — owners use tapu, renters use a notarised lease, hosts provide a notarised undertaking.
  • No prior overstay or visa-violation flags on the entry record.

Documents required

  • Application form printed from e-ikamet.
  • Passport bio-page and entry stamp / e-visa.
  • Four biometric photos.
  • Proof of address — tapu, lease, or host's notarised undertaking.
  • Private health insurance policy meeting PMM's minimum-coverage rules.
  • Bank statement showing balance equivalent to the PMM benchmark for the requested period.
  • Travel itinerary or accommodation booking covering the requested period.

Application process

    Pre-check the cumulative-stay rule

    If you have already had a touristic permit, check current PMM guidance on cumulative-stay caps before paying. A different reason of stay may be required for the second renewal.

    Register your address with NVI

    Without an active NVI registration the e-ikamet application will not progress.

    Apply via e-ikamet selecting 'tourism'

    Choose Article 31(a) as the reason. Upload the document set and book the appointment at the provincial Göç İdaresi.

    Pay the harç and card fee

    Both fees are reset yearly by Treasury circular — verify current figures on goc.gov.tr before paying.

    Attend the appointment with originals

    Bring all originals. The officer may ask follow-up questions on the cumulative-stay history and travel pattern.

    Wait for the decision and receive the card by PTT

    Decisions historically take 30–90 days. The holding receipt covers your legal status while you wait.

Validity and renewal

Typically issued for up to 1 year per grant under Article 33, sometimes only 6 months for first-time tourists. Renewals are scrutinised against PMM's cumulative-stay guidance — beyond the second touristic permit, expect questions about why you are still on a tourism reason of stay. Plan a switch to a different subtype (treatment, property, family) before that conversation.

Fees

Standard short-term harç plus card fee. Both figures change annually — verify on goc.gov.tr. Some nationalities benefit from reciprocity discounts; others (notably under historical reciprocity-agreement disputes) face surcharges. Always check the current notice for your nationality before paying.

Common rejection reasons

  • PMM concludes tourism is no longer credible after two or more renewals.
  • Cumulative stay exceeds current PMM threshold.
  • Mahalle closed under the restricted-districts policy.
  • Insurance does not meet minimum-coverage rules.
  • Bank balance below the PMM benchmark.
  • Host's notarised undertaking is invalid or unverifiable.

Can I work or study on a touristic permit?
No. The touristic permit authorises tourism only. Working requires a work permit under Law 6735; degree-programme enrolment requires a student permit under Article 38. Stand-alone language-school courses (TÖMER without degree placement) remain within the touristic / short-term scope.

Can my family be added to my touristic permit?
Family members each apply for their own touristic short-term permit. There is no joint application — touristic is not a sponsor category. Family permits under Article 34 are a different subtype.

Does touristic time count toward citizenship?
Time on a valid touristic short-term permit counts toward Article 11 of Law 5901 (5-year naturalisation test) when continuous and lawful, but not toward the long-term residence permit (8-year test under Article 42, which excludes interrupted permit lines).

What if I bought property — should I switch?
Yes. The property-owner short-term permit (Article 31(b)) is open-ended in renewal terms as long as you own the property. Switch on the next renewal cycle to avoid the cumulative-stay pressure on touristic.
