Overview

Foreign academic appointments — lecturers, assistant professors, associate professors, professors — are governed jointly by Law 2547 (Yükseköğretim Kanunu), Law 2914 (Yükseköğretim Personel Kanunu) and Law 6735. Turkish universities recruit foreign academics directly; the resulting offer is forwarded to YÖK (Yükseköğretim Kurulu) for academic approval before the MoLSS work-permit step.

YÖK assesses the academic credentials and the role grade. Once YÖK approves, the e-İzin work-permit application is filed by the university under standard Law 6735 procedures. Foreign academics are a long-standing sector-exemption category for the 5:1 Turkish-staff rule.

Salary is set by the academic-grade scale for the role. Foreign academics in private universities can be hired on contract terms outside the public-sector scale, subject to the MoLSS multiplier-of-minimum-wage floor for academic roles.

Eligibility

  • Doctorate or other terminal degree appropriate to the academic role (some lecturer roles accept a master's plus experience).
  • YÖK approval for the academic appointment under Law 2547.
  • Employment offer from a recognised Turkish university (state or foundation/private).
  • Salary at or above the academic-role multiplier of minimum wage published by MoLSS (university scale applies on top for state employees).
  • Standard public-order, public-security and public-health clearance.
  • Adequate command of the language of instruction (Turkish, English or other) for the role.

Application process

    Secure the university offer

    Turkish universities recruit through their academic units (department, faculty). The offer is formalised by the university's appointment committee and rectorate.

    YÖK academic approval

    The university forwards the appointment to YÖK for academic credential assessment and approval under Law 2547. YÖK approval is the precondition for the MoLSS step.

    University files the work permit in e-İzin

    With YÖK approval in hand, the university files the standard Law 6735 application in e-İzin, attaching the YÖK decision and academic dossier.

    MoLSS evaluation

    Academic appointments are a recognised sector-exemption category, so the 5:1 rule is not the bottleneck. Typical processing time runs 4–8 weeks; verify with the e-İzin portal.

    Approval, harç and card

    On approval, pay the harç and kart bedeli; the card is delivered by PTT.

    SGK enrolment (or 5510 equivalent for academic staff)

    The university enrols the foreigner under the appropriate social-security regime — SGK 4A for foundation-university contract staff, or 5510-equivalent for state-university appointments.

Validity and renewal

Academic work permits typically run on Article 10 1+2+3 progression. Some senior appointments are aligned to multi-year contracts. Renewal requires continued YÖK approval and continued university appointment.

Salary thresholds and fees

Academic roles face a dedicated multiplier — historically around 3× minimum wage for lecturers and assistant professors and higher for senior ranks. State-university academic salaries are also set by Law 2914 (Yükseköğretim Personel Kanunu) and add additional structure on top of the MoLSS floor. Verify the current MoLSS multiplier on the e-İzin portal as of your application date.

  • YÖK approval not yet granted at the time of e-İzin filing.
  • Academic credentials insufficient for the appointment grade requested.
  • Salary offered below the academic-role multiplier.

Do I need a doctorate to teach in a Turkish university?
Most academic-rank appointments require a doctorate. Some lecturer (öğretim görevlisi) roles accept a master's degree plus experience, particularly for applied subjects. The exact requirement depends on the role grade and the university.

Can I teach in English?
Yes — many Turkish universities teach in English and recruit foreign academics specifically for English-language programmes. The language of instruction is set by the programme; both Turkish-medium and English-medium programmes exist.

Does state-university employment give me citizenship faster?
There is no automatic citizenship route from academic appointment. Standard Law 5901 routes apply — five years of continuous residence (Article 11) or exceptional naturalisation (Article 12) in cases of national interest. Long academic tenure can support an Article 12 case but does not by itself trigger it.

What about post-doctoral fellowships?
