Overview
Press members in Türkiye are regulated through two layers: the press-employment relationship under Law 5953, and press-card accreditation under the Press Card Regulation administered by the Directorate of Communications (İletişim Başkanlığı / Cumhurbaşkanlığı İletişim Başkanlığı).
Foreign correspondents working for foreign news outlets typically operate under a press-card accreditation issued by the Directorate; foreign journalists employed by Turkish media outlets are dual-tracked — they need both the press card and a Law 6735 work permit. Independent foreign journalists usually combine an Article 14 independent permit with the press accreditation.
The 5:1 Turkish-staff rule generally applies in commercial newsrooms, but press accreditation for foreign correspondents of foreign news outlets is a recognised exception because the role is reporting on Türkiye for an external audience rather than a Turkish-staff substitution.
Eligibility
- Press-card accreditation from the Directorate of Communications (Cumhurbaşkanlığı İletişim Başkanlığı) under the Press Card Regulation.
- Employment offer from a Turkish or foreign news outlet (newspaper, TV, radio, online outlet, news agency).
- Apostilled journalism degree or evidence of professional journalism experience.
- Salary at or above the press-role multiplier of minimum wage where MoLSS applies one (commercial newsroom employment).
- Outlet's media credentials and editorial-board listing for the role.
- Standard public-order, public-security and public-health clearance.

- Standard e-İzin document set (passport, photograph, employment contract or correspondent assignment letter).
- Press-card accreditation decision from the Directorate of Communications.
- Apostilled journalism degree or professional-experience certificates.
- Outlet's media credentials, ownership details and editorial-board listing.
- Letter of assignment for foreign-correspondent roles, signed by the foreign outlet's editor.
- For Turkish outlets: standard employer registration package (trade registry, SGK, financials).

Apply for press-card accreditation
The Directorate of Communications evaluates the foreign press member's credentials and the outlet's standing. Accreditation is the operative right-to-report document. File early — accreditation is the critical path.

Confirm the work-permit track
Foreign correspondents of foreign outlets often operate under accreditation alone where there is no Turkish-side employment; foreign journalists employed by Turkish outlets need both the accreditation and a Law 6735 work permit.

File the work permit in e-İzin
The Turkish outlet (or the foreigner under Article 14 for independent cases) files the application in e-İzin, attaching the press accreditation and outlet credentials.

MoLSS evaluation with Directorate consultation
MoLSS may consult the Directorate during evaluation. Typical processing time runs 4–8 weeks; verify on the e-İzin portal.

Approval, harç and card
On approval, pay the harç and kart bedeli; the card is delivered by PTT.

Ongoing accreditation maintenance
The press card is renewed periodically by the Directorate. Loss of accreditation blocks renewal of the work permit.

Salary thresholds and fees
MoLSS applies a multiplier where the role is commercial-newsroom employment — historically aligned with the standard multiplier for commercial roles. Press-card accreditation alone (foreign correspondents of foreign outlets without Turkish employer) does not trigger a Turkish-side salary check. Verify the current multiplier on the e-İzin portal.
Common rejection reasons
- Press-card accreditation not yet granted at filing time.
- Outlet credentials weak (e.g. unrecognised online outlet without editorial team).
- Role description inconsistent with the foreigner's journalism experience.
- Salary below the commercial multiplier where the role is Turkish-employer-based.
- Public-order or national-security flag from the inter-ministry consultation.
- Outstanding tax / SGK debt at the outlet level.

Frequently asked questions
- Do I need a press card to report from Türkiye?
- Yes for accredited reporting in regulated venues (parliament, ministries, official events). The Directorate of Communications issues the press-card accreditation; many practical reporting situations expect or require it.
- Foreign correspondents — work permit or accreditation?
- Foreign correspondents reporting for a foreign outlet without a Turkish-side employer typically operate under press-card accreditation alone. Where there is a Turkish-side employment relationship (Turkish outlet, paid Turkish-side activity), a Law 6735 work permit is required on top.
- Can I work as a freelance journalist?
- In principle yes, under Article 14 of Law 6735 (with the residence-history precondition) and press-card accreditation. Some commissioning relationships fall short of an Article 14 case and are better structured under accreditation alone.
- What multiplier applies in a Turkish newsroom?
- Standard commercial multiplier — historically around 1.5× minimum wage for line journalists and higher for senior editors and presenters. Verify on the e-İzin portal.
- Are press members exempt from the 5:1 Turkish-staff rule?
- No blanket exemption. Foreign correspondents of foreign outlets reporting on Türkiye may be approved on the rationale that the role is not Turkish-staff substitution; commercial newsroom hires are subject to the standard rule.
- Can the press card be revoked?
- Yes. The Press Card Regulation lists revocation grounds including public-order failures and breach of professional rules. Revocation requires a written decision and is appealable through administrative-court channels.
