  1. 1. Check your address is eligible

    All Istanbul districts and mahalles are open to new foreigner address registration, reversing the closures in force since 2022.

  2. 2. Prepare proof of means

    Göç İdaresi states the applicant's own declaration of means is sufficient unless the administration requests information and documents. No statutory figure exists, but provincial directorates retain discretion and may ask for bank statements — prepare three to six months of evidence even though none is mandated.

  3. Register a UETS address

    Not required for you. UETS registration binds renewal and transfer applications, not first applications — you can skip the PTT trip.

  4. 3. Know the decision timeline

    Applications are concluded within 90 days at most, counted from the date the application is taken into processing.

Why the steps change

Most relocation content describes one generic application. In practice the obligations differ. A renewal applicant must register a UETS address before their appointment; a first-time applicant does not, and would waste a trip to a PTT branch following generic advice. Applicants under 18 are exempt entirely. Short-term permits have no published income threshold, while family permits do.
