What the Address Registration System is

The Address Registration System (AKS) is Turkey's official national address database. Every resident in Türkiye — Turkish citizen or foreign national — is linked to a registered address in the system. The system feeds into:

Who needs to register

How to register your address

Step 2: Get your lease in order

You need a formal, signed tenancy agreement (kira sözleşmesi) to register. Informal arrangements are not accepted. The lease must:

  • Be in Turkish (or have a certified Turkish translation)
  • Include your full name and passport number
  • Be signed by both parties
  • Show the full legal address

Step 3: Attend the population directorate

Take these documents to your local nüfus müdürlüğü (civil registration / population office — often inside the district governorship building):

  • Passport (original + photocopy)
  • Valid Turkish residence permit card
  • Signed tenancy agreement
  • Title deed copy (tapu fotokopisi) — the landlord should provide this
  • If you own the property: your title deed

You will fill in an address notification form. Processing is usually same-day.

Via e-Devlet (online)

Foreign nationals with a Turkish Foreigner ID Number and e-Devlet access can register or update their address online through the NÜFUS e-Devlet service. Not all foreigners have e-Devlet access — if you don't, the in-person route is required.

Turkish law requires address changes to be reported within 20 business days. Update your address registration when you:

Address registration and banking
