Family Residence Permit

The family residence permit is granted to spouses and minor children of Turkish citizens or foreigners holding qualifying residence permits, under Articles 34–37 of Law 6458.

Overview

The family residence permit (aile ikamet izni) connects dependants — spouse and minor children — to a sponsor (destekleyici) who is either a Turkish citizen or a foreigner holding a residence permit, work permit, refugee status or subsidiary protection. It is governed by Articles 34 through 37 of Law 6458.

Sponsors must satisfy income, accommodation, health-insurance and clean-record tests set out in Article 35. The income threshold is set as a multiple of the monthly minimum wage and is recalculated when the minimum wage changes — currently the test is roughly one-third of the minimum wage per family member, but check the current PMM circular for the operative figure.

The permit is issued for up to 3 years per grant under Article 34 and cannot extend beyond the sponsor's own residence permit. Children turning 18 must convert to a short-term or other appropriate subtype on the renewal cycle. Polygamous marriages are explicitly disallowed under Article 35; only the first spouse qualifies.

Eligibility

  • Sponsor is either a Turkish citizen, a foreigner holding a residence permit valid for at least one year, a refugee, beneficiary of subsidiary protection, or stateless person under Article 35.
  • Applicant is the spouse, the applicant's minor (under 18) child, or the sponsor's dependent adult child.
  • Sponsor's monthly income is at least one-third of the minimum wage per family member (verify current Ministry of Family circular).
  • Sponsor has accommodation meeting general health and safety standards in Türkiye.
  • Sponsor has not been convicted of a crime against family order in the 5 years prior to application.
  • Sponsor has been resident in Türkiye for at least 1 year (some exemptions under Article 35).
  • Polygamous marriages are not recognised — only the first spouse can be a family-permit holder.

Documents required

  • Marriage certificate (apostilled and sworn-translated if issued abroad).
  • Birth certificates for any minor children covered.
  • Sponsor's residence permit / Turkish ID (Nüfus cüzdanı or kimlik kartı) and address registration.
  • Sponsor's income evidence — payroll, tax filings, pension certificate, dividends.
  • Joint bank statement or shared accommodation evidence (tapu / lease).
  • Adli sicil (criminal-record extract) for the sponsor.
  • Health insurance covering the dependants for the requested period.
  • Form D (consent form) if a minor child is on a different residence permit branch.

Application process

    Verify sponsor eligibility and income

    The sponsor must clear the Article 35 tests first. If income is below the per-family-member threshold, gather supplementary evidence (joint accounts, employer guarantee letters) before applying.

    Apply via e-ikamet selecting 'family permit'

    Each dependant has their own application file linked to the sponsor. Upload marriage and birth certificates with sworn translations.

    Schedule the appointment together

    Sponsor and dependants attend the appointment as a group at the provincial Göç İdaresi. Children are interviewed in the presence of a parent.

    Pay the harç and card fee for each dependant

    Each dependant pays their own harç and kart bedeli. The figures are the same as short-term permits and reset yearly.

    Attend the appointment with originals

    Bring marriage certificate, sponsor's residence permit and income evidence. The officer interviews to confirm the relationship and the sponsor's ability to support the dependants.

    Receive the decision and the cards by PTT

    Decisions arrive in 30–90 days historically. Each dependant receives their own card by PTT to the registered address.

Validity and renewal

Up to 3 years per grant under Article 34, never extending beyond the sponsor's own permit. On renewal the sponsor's situation is re-tested. Fees

Each dependant pays the same harç and card fee that a short-term applicant would pay — the figures are reset yearly by Treasury circular. Use the residence permit cost calculator for an estimate, and verify current figures on goc.gov.tr before paying.

Common rejection reasons

  • Sponsor income below the per-family-member threshold.
  • Marriage of convenience flag — short-duration marriage with little shared evidence is scrutinised.
  • Sponsor's residence permit due to expire within 6 months of the application date.
  • Polygamous marriage — only the first spouse can be granted.
  • Sponsor's prior conviction for a crime against family order under Article 35.
  • Address mismatch between sponsor and dependant in NVI registration.

Frequently asked questions

How long does a family permit last?
Up to 3 years per grant under Article 34, but it cannot exceed the sponsor's own residence permit validity. Renewals are filed during the 60 days before expiry.

Does a family permit count toward citizenship?
Yes. A family residence permit is a valid form of lawful residence that counts toward the 5-year continuous-residence test for naturalisation under Article 11 of Law 5901, and toward the 8-year test for the long-term permit under Article 42 of Law 6458.

Can a foreigner married to a Turkish citizen apply?
Yes — that is the typical case. Note however that after 3 continuous years of marriage there is also a citizenship-by-marriage route under Article 16 of Law 5901, which most spouses prefer once eligible.

What happens if we divorce?
Article 37 lists post-divorce rules. A foreign spouse who has held the family permit for at least 3 years can convert to a short-term permit if they meet the standard tests, even after divorce. Spouses who were victims of domestic violence have additional protections.

Do unmarried partners qualify?
No. Article 35 ties family permits to legally registered marriages. Civil partnerships and unregistered relationships do not qualify; the partner must apply under a different subtype (short-term, work, etc.).

Are stepchildren and adopted children covered?
Yes — biological, adopted and stepchildren under 18 are all covered as long as parental authority is documented. Adoption decrees from abroad must be apostilled and sworn-translated.
